Sir:-

I have the honour to state, with reference to the

case of Hung Ch'üan Fu, that, in accordance with my

instructions, the Foreign Deputy, Taotai Wên Tsung Yao,

in conjunction with the Military Secretariat and the

Central Bureau of Police, summoned the witnesses and at

various times made a thorough investigation of the

crime.

British officers were also appointed by you to

attend the sittings of the Court and to watch the pro-

ceedings.

I have now decided, as the result of these inves-

tigations that the following punishments shall be in-

flicted on the guilty parties:

(1) Admiral Ho Chang Ch'ing shall be removed from

his post;

(2) The murderer Chang Tso T'ing shall be executed

forthwith. The date of execution will be

notified to you in order that an officer sent

by you may witness it;
